2 For he hath founded it upon the seas, and established it upon the floods.

The Earth is founded on the seas
In the Biblical understanding, the earth was formed out of the water 2 Peter 3:2,5-13.
According to Bro Griffiths "the Bible teaches that these foundations are laid in the abysmal waters below" and simply must be read literally. See at Jeremiah 31:37.
Psalm 136:6 also portrays the earth as "above the waters" (KJV) or "on the waters" (NRSV).
Jonah
When "the deep engulfed" Jonah, he sank "to the base of the mountains".
See notes from J. H. Hertz and the Jewish Study Bible at Jonah 2:3-7.

A Creation Record
The Jewish Study Bible Notes 24.1-2: God tamed the primeval waters and founded the earth upon them (Ps. 136.6); He is therefore to be acknowledged as the supreme sovereign of the world. The Temple is a microcosm of the world (cf. Genesis 2:1-3; Exod. 39.32, 42-43) and thus God's act of creation forms an appropriate introduction to this Temple liturgy.
